Growth Strategy & Commissioning Manager (interim) c£500.00 per day (Inside IR35)
The Role:
Our client is seeking an experienced Interim to be the authority’s Economic Growth strategy and policy lead, ensuring that projects and services are commissioned that deliver outcomes in line with the authority’s strategic plans. The role will involve supervision and commissioning of others, including consultants, with the post holder performing the role of ‘intelligent client’. Through the development of a strong evidence base, identification of best practice and keen understanding of the customer experience, the post holder will support the Assistant Director to influence and shape the strategies and investment plans of key partners to deliver maximum benefit for the authority and the wider sub-region. These partners include the Combined Authority, Local Enterprise Partnerships and Midlands Engine.
Main Duties:
To develop and keep under review the authority’s economic strategy to ensure that delivery of the authority’s Managed Growth, Stronger Communities and other relevant priorities is achieved.
To effectively and efficiently commission internal/external resources and specific projects and services required to deliver the Council’s economic strategy, working within the authority’s procurement framework.
To perform the key ‘client’ role for economic interventions and other relevant investments, ensuring projects and initiatives continue to meet the authority’s aims and specific project benefits as they are developed and delivered.
To support the development of and commission appropriate services from the WMCA Growth Company, to deliver inward investment and business growth outcomes in line with the authority’s economic strategy.
To ensure the Council benefits from knowledge of national and international best practice across economic strategy, policy and delivery; with a particular focus on Post Title Group Manager – Growth Strategy and Commissioning Post No Directorate Managed Growth and Communities Division Growth and Development Salary Band/Range TBC Responsible to Assistant Director – Growth and Development Page 2 of 4 advanced manufacturing, low carbon, and the locational economics of high-speed rail and airport developments.
To positively develop the Council’s approach to enterprise, including effective delivery of start-up and enterprise support across the Greater Birmingham LEP area through the ERDF Enterprise project.
To deliver key elements of the green prospectus by promoting sustainability across the authority’s economic growth strategy; with the authority being recognised as a leader in innovative energy/low carbon/sustainable growth through collaboration with partners, research institutions and private sector investors/operators.
To support the delivery of the Green Prospectus, working with the Assistant Director – Environment and Highways.
To Manage the work of the economic growth and commissioning team · To build relationships and work collaboratively with partners and stakeholders within the authority, across the Combined Authority and beyond as appropriate;
Commission the analysis of local economic issues in order to support the development and review of long term vision and strategic approach for economic growth in the authority and surrounds.
Develop and provide the strategic case for the development of projects and programmes of activity proposed by the authority and its key partners including, for example, the Urban Growth Company; this includes developing and supporting the Council’s understanding and use of the Combined Authority Dynamic Economic Impact Model (DIEM)
Support and challenge these project and programmes as they are considered through the authority’s Programme Management Gateway process, and through the WMCA Gateway process as appropriate;
Manage the preparation of study briefs and the management of consultants engaged in strategy and commissioning projects;
Manage and be responsible for the timely submission of responses to strategy and technical guidance issued on economic and related strategy and commissioning matters by Government and others;
Deliver high quality written and verbal briefs for Senior Members and Officers regarding economic growth and commissioning matters;
Promote integrated economic analysis, strategy and delivery across the Greater Birmingham LEP and WMCA Authorities and other agencies through joint analysis, joint strategies and jointly commissioned services.
